Louisiana's 2nd congressional district contains nearly all of the city of New Orleans (a small portion being located in the neighboring 1st District), and some of its suburbs, including the West Bank portion of Jefferson Parish and South Kenner.  The district has a cook PVI of D+25, making it one of the strongest Democratic districts in the country.

Until the 2008 election, a Republican had not represented the district in Congress since 1891. This cycle, it is time for Democrats to reclaim this seat.

Current seatholder, Anh “Joseph” Cao, is considered the country’s most vulnerable
incumbent. Before Cao, no Republican has represented this district since 1891.
